Short Introduction

 

  • The AIP (excerpt (AL) Aviation Manual Germany) includes the current rules, dates, deadlines and  formats to request or hand back slots and the registering of arrival and departure timings. 

 

  • The NFL includes the most recent changes .

                                                                                                                               

  • This regulation has legally adopted in many important points, for example the rules about the so-called grandfather rights, - the international recommendations of the IATA Worldwide Scheduling Guidelines. IATA recommendations supplement the practical implementation of coordination – however only in so far a they are compatible with EU law.

 

  • Interpretations and procedures for slot coordination are defined by the European Union Airport Coordinators Association’s Community Wide Guidelines(CWG).

 

  •  The Regulation for the implementation of slot coordination from 24.06.1994 , in the version, dated 06.07.2005(FHKV), includes the current coordinated airports, the procedure to set up coordination committees, the BMVBS’s decision-making powers, coordination and registering obligations and sanctions incurred in the case of offences against the coordination regulations.

 

  • With the Appointment Regulation,  the Airport Coordinator will be appointed and  authorized to employ auxiliary staff.

 

 

  • German Air Traffic Law include in the area of coordination, in addition, following rules:
     
    • §27a LuftVG – defines rules about, how an airport becomes a coordinated airport” and  how the so-called coordinating parameters are established
    • § 27b LuftVG empowers deviant coordination in the public’s  interest.                                                                                                     
    • § 31a LuftVG  comprises the authorization for the appointment of an Airport  Coordinator; the conversion is handled by the Appointment Regulation, as well as the authorization to employ auxiliary staff.
    • §31d LuftVG regulates  the integration of airport coordination into the federal administration, particularly  into its legal und supervisory power, levying charges and maintaining administrative procedures.
    • §32 LuftVG  regulates the basis for the authorization for the Implementation Regulation, particularly in regard to levying charges, which are supplemented by the Federal Law for Administrative Costs.
    • §58LuftVG determines the summary offences and the extent of the fines and is supplemented by the Regulations for the Implementation of  Slot Coordination.
